The article examines certain aspects of the financial and organizational work of research and development in a series of industrialized capitalist countries in the United States, Japan and Western Europe. Pointed out that the Japanese industry's investment in R & D has risen rapidly, while the U.S. appropriation for scientific research has dropped. The policy difference between the United States and Japan in technology research and development is the difference between the priorities of the state-owned and private-sector industries. In Japan, the major part of R & D work is carried out by the private sector. The total private sector investment in research and development has increased from 73% in the early 1980s to 78% now.
