当前,我国道路交通建设发展迅速,不可避免地出现一些交通事故。交通事故的受害方或因不服从交警部门对交通事故责任认定和对交通事故经济赔偿不满,或在别有用心的人的挑拨下,聚众堵塞道路,攻击事故施害方和执法交警,造成严重的社会危害后果。由于公安机关执法权限分工,交警对于群体性事件束手无策,也间接造成交通事故引发的群体性事件进一步上升。本文指出对交通事故引发的群体性事件的处置工作要改革交警执法权限,转变交警执法意识,加强教育宣传、寻求社会的理解与配合,加强交警执法队伍建设。
