“十三五”期间,是党中央兑现向全世界做出的“全面实现小康”第一个百年目标庄严承诺的关键时期。亿万农民热切期盼的美丽乡村建设,正迎来前所未有的重大发展机遇。建设美丽乡村是涉及广泛的全新系统工程,不可能一朝而成、一蹴而就,尽管各级党政部门已经引起高度重视并持续加大投入力度,但仍存在如何深刻理解统一认识、如何科学规划准确定位、如何统筹资源分类指导等不容小觑的大问题。要实现美丽乡村建设应当做到:注重生产能力提升,实现产业美;注重生态环境改善,实现环境美;注重生活方便舒适,实现生活美;注重生命美丽精彩,实现人文美;注重生产关系变革,实现和谐美;注重科学规划引导,实现建设美。
