文中较系统地介绍了设计特大旱涝暴雨流程图的目的、思路和主要内容，该预报流程图能对特大洪水时间、地点、量值进行探讨和预测。该流程各工序数据库尚具有建立定性定量预报模型，提供大水年发生前异常现象的历史信息之功能。
This paper systematically introduces the purpose, ideas and main contents of the design flow chart of extra-heavy floods and torrential rains. The forecast flow chart can explore and predict the time, place and value of extra-large floods. The process database of each procedure still has the function of establishing the qualitative and quantitative forecast model and providing the historical information of the anomalies before the great water year.
