大型建筑企业是建筑业发展的支柱企业,即创造社会效益和经济效益主要靠大型建筑企业。为此,从政府来看,大型建筑企业是政府主管部门赖以依靠的行业骨干;从大型建筑企业来看,政府主管部门是保护、扶持和创造大型建筑企业稳定发展的调控枢纽。本文旨在结合沈阳建筑业的实际,从承包机制、二元经营、对外开发、政策倾斜、素质进步等五个方面启动大型建筑企业的活力来试述如何发挥大型建筑企业的骨干作用。
Large-scale construction enterprises are the pillar enterprises in the development of the construction industry, that is, the creation of social benefits and economic benefits is mainly due to large-scale construction enterprises. For this reason, from the government’s point of view, large-scale construction enterprises are the backbone of the industry on which government departments rely; from the perspective of large-scale construction enterprises, government departments are the regulatory hubs for the protection, support, and creation of large-scale construction enterprises. The purpose of this paper is to combine the contracting mechanism, dual operation, external development, policy tilt, and quality improvement to start the vitality of large-scale construction companies in order to demonstrate how to play a key role in large construction companies.
