党的十七届六中全会进一步对未来我国文化体制改革和文化事业的发展做出了整体部署,同时,对我国下一阶段财政文化支出政策提出了明确要求。而现行文化事业发展项目支出尚存在资金来源和支出渠道单一、缺少行业定额标准、政府采购范围小、绩效评价体系不完善等不足,需要顺应文化体制改革的发展需要,有针对性地完善财政文化支出预算管理制度,切实发挥财政政策的宏观调控作用。
