19世纪,看一个国家是否富强,往往是以其黄金储备量及所占有的自然资源来衡量的。到了20世纪的今天,一个国家的经济实力则更多地由其所掌握的技术来决定。掌握科学技术的高级人才已成为各国竟相争夺的“无价之宝”。被誉为亚洲“四小龙”之一的韩国,仅用十年的时间便跻身亚洲强国之列,除了得力的经济政策之外,还有一项重要的举措:大量吸引海外高级科技人才回国工作。
In the nineteenth century, whether or not a country was prosperous was often measured by its gold reserves and its natural resources. By the 20th century, a country's economic strength is more dependent on the technology at its disposal. The high-level personnel who master science and technology have become “priceless treasures” that all countries compete for. Known as one of the “four little dragons” in Asia, South Korea has ranked among the Asian powers in only 10 years. In addition to its effective economic policies, South Korea has another important move: to attract a large number of overseas advanced scientists and technicians to return home.
