我国的政府采购始于上世纪90年代,由于采购量逐渐增大,其对国民经济的调控功能也日渐凸显出来。而政府采购功能的实现内蕴着严格的假设前提。因我国政府采购刚刚起步,现实采购实践中暴露出一些突出问题,对这些问题,文中进行了实证分析,并根据我国经济运行中的实际情况,给出了政策建议。
