At present, the environment of our country’s enterprises, especially large and medium-sized state-owned enterprises, is constantly improving. The implementation of the “Enterprise Law” and the “Bankruptcy Law” and the comprehensive reform of the transformation of the internal operating mechanism centered on the optimization of the labor mix quickly brought the enterprises to the market. The reforming enterprises have faced the new environment for their armed work and put forward new requirements. This new environment has created a paradoxical effect on the arming of enterprises. On the one hand, competing enterprises urgently need to account for two-thirds of the total workforce
