一、切实转变思想观念是争取物价工作主动权的前提。随着改革开放的不断深化,物价部门遇到不少新情况、新问题。直接管理的商品价格由多到少,既要把国家定价管好,又要对放开价格进行必要的调控;企业定价行为由软到硬,既要维护企业定价自主权,又要按照国家的物价法规和政策来规范企业价格行为;市场竞争由弱到强,在价格上既要建立竞争规则,又要引导企业开展正当竞争;价格管理的指导面由窄到宽,多种经济成份并存的状况,需要把物价管理和监督覆盖面扩大到全社会。复杂而艰巨的任务,迫切需要我们进一步解放
