1943年10月,遵照中共中央决定,一二九师师部与八路军前方总部合并(保留129师番号),中共北方局和太行分局合并,撤销太行分局,由北方局和八路军前方总部直接领导太行、太岳、冀南、冀鲁豫四个军区的敌后抗战工作。身为中共北方局代理书记的邓小平,也从涉县的赤岸村移居山西麻田镇,主持北方局和八路军前方总部的日常工作。上任初,摆在邓小平面前的首要任务就是发展生产,繁荣经济,带领根据地军民克服粮食和物资缺短的严重困难,为巩固抗日根据地和今后的大反攻奠定坚实的基础。
In October 1943, in accordance with the decision of the CPC Central Committee, the division of the 129th Division and the headquarters of the Eighth Route Army were merged (retaining 129 division numbers). The Northern Bureau of the CPC and the Taihang Branch merged and the Taihang Branch was withdrawn. The Taiyuan Branch was directly led by the Northern Bureau and the Eighth Route Army headquarters , Taiyue, Jinan, Shandong-Henan four military areas behind the enemy’s war work. Deng Xiaoping, acting secretary of the Northern Bureau of the CCP, also migrated from Maian County, Shanxi Province, to Matian Town, Shanxi Province, and presided over the daily work of the Northern Bureau and the front headquarters of the Eighth Route Army. At the beginning of his tenure, the primary task before Deng Xiaoping was to develop production, promote economic prosperity, lead the people in the base areas to overcome the serious difficulties of lacking food and materials, and lay a solid foundation for consolidating the anti-Japanese base areas and for the future counterattack.
