在北洋政府曹锟贿选,军阀祸国的时期。国库空虚,北京政府官员的薪资,亦难按月开支,积欠很多。其中尤其是文教等单位。如教育部和所属各机关学校以及历史博物馆等文物部门,欠薪更多。国家已无法支付。于是这些单位,就异想天开,找寻一切非法门路,掠取收入,以图偿付欠资。历史博物馆就将存放在故宫内明清两朝的,即自明永乐到崇祯,清顺治到宣统,历时几百年的国家全部文件档案,经教育部擅自批准,全部劫掠一空,盗卖出去。其中明朝部分,售卖给白纸坊的各纸商,当做造纸的废料处理。明末和清初的全部文物,经清朝遗臣罗振玉、金息侯和宝熙等,悉数串卖给日本,造成一桩严重的盗卖国家档案文物事件,成为国家不可弥补的一大损失。
