近几年来,“电耗子”已成为供电企业一大公害。然而,湖北省荆门供电局东宝分局从强化管理入手,在技改上下功夫,锁住了“电耗子”,线损率始终控制在4.72％以下。 东宝分局针对个别地方“电耗子”钻安装、管理上的空子进行窃电及和“家鼠”里应外合进行窃电的现象,用科学管理加技改手段,实施六硬招,使“电耗子”无从下手。一是“三勤一活”,即:电力法规勤宣传;电力计量装置运行不超周期勤轮换;保证计量的准确性,定期不定期的勤普查;灵活机动变换营抄人员的营抄线路。二是选用思想素质好、业务技术精的营抄人员,教育他们摆正国家、集体、个人三者之间关系,树立正确的价值观。三是分局与基层站所签订线损管理目标责任状,实行分线分压考核,严格奖惩兑现。四是严把安装质量关,使“电耗子”望表兴叹。五是加大技改力度,在“锁”上做文章。统一下发专用双编号铅封(按站编号和铅封号码)和特制“凸”字封线钳,使铅封和封线钳只能在本站范围内使用,取代了市面上随处可购的铅封和宜于伪造的“凹”字
