“点文化”策略是科学发展观和控制点理论在公安队伍建设中的实践形式,突出强调人文关怀的思想,通过挖掘、培育、开发民警身上的特点、亮点、优点、闪光点,内外因齐动,进一步提高民警个体素质,促进民警的全面发展,提高民警对公安文化的认同度和参与度,从而提升公安队伍的战斗力和公众形象。实施“点文化”策略重点要在建立“点”的评价发现、培育提升、配置使用和激励保障四项机制上下功夫。
