投融资体制是整个经济体制改革中相对滞后的环节,在投资主体结构、激励约束制度、政府职能定位等方面存在着缺陷与不足。深化内蒙古投融资体制改革的建议是:完善出资人责任制度,实现激励约束的有效化;破除体制性身份歧视,降低民间资本准入门槛;缩小政府投资的领域,弱化机关的项目审批权;推进银行体系现代化,实现商业银行独立审贷;培育健全的市场体系,完善投融资社会化服务。
The investment and financing system is a relatively lagging link in the entire reform of the economic system. There are shortcomings and deficiencies in the main structure of the investment, the incentive and restraint system, and the orientation of government functions. Suggestions on Deepening the Reform of Investment and Financing System in Inner Mongolia: Perfecting the system of investor responsibility so as to realize the activation and restraint; Removing institutional identity discrimination and lowering the threshold of private capital access; Reducing the scope of government investment and weakening the authority for project approval; Promoting The banking system is modernized and commercial banks are allowed to conduct independent interbank loan review.
