史達林同志指出:「基礎是社會發展在每一階段上的社會經濟制度。上層建築是社會對於政治、法律、宗教、藝術、哲學的觀點,以及適合於這些觀點的政治法律等制度。」「每一個基礎都有適合於它的上層建築。」(「馬克思主義輿語言學問題」)而一定的文化則是一定社會的經濟和政治在觀念形態上的反映。因之,當前我們生活於其中的新民主主義社會——屬於社會主義體系,社會主義因素占主導地位,逐步向社會主義社會過渡而並非社會主義社會——的教育性質,當然應該是新民主主義的。新民主主義教育是屬於社會主義教育體系,社會主義教育因素占主導地位,向前看是社會主義,一步步地接近社會主義,但本身尚非社會主義性質。這樣認識,既切合當前實際,又指出發展前途,這就有利於我們注意日常生活中所産生的新事物,而加以培育、扶助和發展。有人認爲,新民主主義革命已經勝利了,已經進入了社會主義改造,即社會主義革命的時期了,因之當前教育就不能說是新民主主義的。這種認識是不對的。恰恰相反,正因爲新民主主義革命成功了,新民主主義社會建成了,才結束了舊的半封建半殖民地的經濟基礎及與之相適應的政治、藝術等上層建築,才産生了新民主主義的教育。

Some people think that the new-democratic revolution has victoriously entered the period of socialist transformation, the socialist revolution, and that current education can not be said to be new-democratic. This understanding is wrong. On the contrary, precisely because the success of the new-democratic revolution and the completion of the new-democratic society have brought an end to the economic foundation of the old semi-feudal and semi-colonies and the superstructures of politics and the arts that are compatible with them, new-democratic education.
