2月28日,国家林业局副局长张建龙在集体林权制度改革国际研讨会上指出,将重点从5个方面推进集体林权制度配套改革。一是改革森林经营管理制度,落实经营主体对林木的处置权。特别要探索林权制度改革后,森林资源采伐管理的新模式、新举措,要推进森林经营方案的编制和实施,通过指导农民编制森林经营方案,树立可持续经营的理念,不断提高农民经营森林的质量和林地产出效益。
