1 当前对事业单位管理人员管理中存在的问题1.1 职务晋升难,生活待遇低,不利于调动管理人员的工作积极性。特别是占管理人员总数的90%以上的科以下管理人员,工资福利待遇甚至低于同等条件的工人,其结果,管理岗位越来越难以吸引和稳定优秀人才。1.2 现行的管理人员管理制度冲击干扰了专业技术职务职称改革工作,一定程度上成为事业单位人事制度改革
