国防采办涉及国家安全、军队建设、国防工业基础,其地位作用极为关键,同时国防采办又牵涉巨大的利益纠葛,采办体系的构建、运转、改革必然牵扯各方关注。近一段时间以来,美国的大型国防采办项目似乎总被争执、终止、延期、上涨等负面消息所围绕,其国防采办体制改革的步伐也在不断加快。美国布鲁金斯学会的高级研究员迈克尔·奥汉隆的研究报告认为,美国的采办体系整体上是高效的,特别在大型武器平台研发上,其效率体现得更为明显。但其仍存在着部分失效现象,繁复的规章条文和例行流程会阻碍新技术装备的获取,将很多新兴潜在国防承包商挡在门外,国防采办需要进行相应的调整与改革。
National defense acquisition involves national security, army building, and national defense industry foundation. Its role in the defense industry is extremely crucial. At the same time, national defense acquisition involves huge interests disputes. The construction, operation and reform of the procurement system inevitably involve all parties concerned. Recently, the U.S. large-scale defense acquisition project has always been surrounded by negative news such as disputes, termination, postponement and soaring, and its pace of reform in its national defense acquisition system has also been accelerating. According to a study by Michael O’Hanlon, a senior fellow at the Brookings Institution in the United States, the acquisition system in the United States as a whole is highly efficient. The efficiency of its acquisition is even more obvious, especially in the research and development of large-scale weapons platforms. However, there are still some failures. Complex regulatory provisions and routine procedures will hinder the acquisition of new technology and equipment and keep a large number of emerging potential defense contractors out of the door. National defense acquisitions need to be adjusted and reformed accordingly.
