小浪底水利枢纽工程(枢纽部分)经1997年8月国家计委批准的(按1996年价格水平)静态投资为186.92亿元,动态投资253.49亿元(均为人民币)。截止1997年6月底,累计完成投资(内资)72.24亿元,外资5.13亿美元,年年完成了国家投资计划,已完和在建项目投资均控制在概算以内。其基本经验是:以项目概算为中心,建立和完善投资管理制度,加强基本建设计划管理,强化合同管理,提倡合理化建议,节约工程投资。
The Xiaolangdi Multi-purpose Dam Project (Hub Port), with a static investment of 18.692 billion yuan (based on the 1996 price level) approved by the State Development Planning Commission in August 1997, and a dynamic investment of 25.349 billion yuan (all in RMB). As of the end of June 1997, the accumulated investment (domestic investment) was 7.224 billion yuan and the foreign investment was 513.3 million U.S. dollars. The national investment plan was completed every year. The investment of completed and under-construction projects was controlled within the budget estimates. The basic experience is: to project estimates as the center, establish and improve the investment management system, strengthen the capital construction plan management, strengthen contract management, advocate rationalization proposals, saving project investment.
