医改提出“加强监管、加大对公立医院投入、改革公立医院补偿机制、建立公立医院绩效考核和激励制度”的要求,北京市卫生局在公立医院绩效考核及补偿制度改革等方面开展了积极有效的探索,并取得了一定的成果。补偿机制改革是公立医院改革的重中之重,开展以强化医院内部管理和为改革财政补偿与价格调整奠定基础为目标的成本核算工作,是公立医院改革的重要组成部分。
