“七五”期间,在我国科技档案系统中建立了一批科技档案(含现行科技文件,下同)计算机检索和管理系统.它们的建成和运行在科技档案工作领域迈出了使用计算机的第一步,是“七五”期间我国科技档案事业中的新生事物.这些系统就其解决问题的深度和存在的问题而言,可以称之为我国第一代科技档案计算机检索和管理系统,其软件可以称之为第一代软件.一、第一代软件存在的问题及其原因我认为,从总体上看,第一代软件存在15个方面的问题(就某一系统而言,某一问题可能并不存在).现将此15个方面的问题概括成9条分述如下.1.数据采集方式.现有系统大都是利用设计好的著录卡(或工作单之类)进行数据采集,然后据此录人数据,以建立数据库.这就是说,原先手工管理时抄登记卡这项繁重的手工劳动,并没有被取代.
