11月8日至14日,举世瞩目的中国共产党第十八次全国代表大会胜利召开。大会高举中国特色社会主义伟大旗帜,全面总结党领导人民推进改革开放和社会主义现代化建设的生动实践和新鲜经验,明确了科学发展观的历史地位,制定了2020年全面建成小康社会的奋斗目标,从战略全局上对我国改革发展作出规划和部署,对于国防科技工业今后一个时期的发展具有十分重要的指导意义。大会关于修改党章的决议,将科学发展观同马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想一道确立为党必须长期坚持的指导思想,要求把科学发展观贯彻到我国现代化建设全过程。
