教育资源的合作配置不力导致职业教育集团“集而不团”的现象,其背后的主要问题在于集团化办学法人地位的缺失。而供销系统院校集团化办学可以在组织定位上规避这一问题,赋予供销系统集团化办学组织以法人功能,并从动力机制、协调机制、选择机制、保障机制和监控机制五个向度来构筑长效运行机制的整体框架,把握长效机制的治理要点,实现供销系统集团化办学的可持续发展。
