海港证件管理工作是海港边防检查站的一项重要职责,也是区别于空港、陆港边检业务的明显特点。目前,尚未建立起全国性的海港证件管理工作规范,导致各地在具体操作上还存在差异,部分民警对其重要性、全面性、操作性的认识还存在不足。因此,笔者结合工作中的一些体会进行了探讨,提出了加强法律问题研究、构建科学规范的工作体系、设计工作流程与表格等相关建议,目的在于使海港证件管理工作适应当前海港边检工作逐步走向全面化、科学化、规范化、效率化的发展要求。
Harbor document management is an important duty of the harbor frontier inspection station, and also distinguishes itself from the obvious characteristics of the airport and port border inspection services. At present, norms have been established for the nationwide work on the management of harbor documents, resulting in differences in specific operations across the country. Some civilian police still have insufficient understanding of their importance, comprehensiveness and operability. Therefore, the author discusses some of the experiences in the work, puts forward some suggestions to strengthen the research on legal issues, establish a scientific and standardized work system, design work flow and forms, and so on. The purpose is to adapt the work of harbor document management to the current border check work in the harbor Toward a comprehensive, scientific, standardized and efficient development requirements.
