目前,乡镇“双管”单位的行政关系和组织关系,分别隶属于县市区直主管部门和乡镇党委,如何做好这些“双管”单位的党员教育工作,是一个新的课题。我们在工作中发现,这些单位的党员教育工作存在的主要问题有:一是思想认识“偏”。党的关系和行政隶属关系上的分离,造成有些乡镇党委和“双管”单位干部在思想认识上存有偏差。 At present, the administrative and organizational relations of township “double-tube” units are subordinate to the departments in charge of direct administration of counties and cities and township party committees. How to do a good job in education of the party members in these “double-tube” units is a new issue. In our work, we found that the main problems existing in the education of Party members in these units are as follows: First, the ideological understanding is “partial.” The separation of the party’s relations and the administrative affiliation has caused some deviations in ideological understanding between some party committees and township party committees in townships and towns and in the “double-tube” units.
