住房制度改革影响着当代青年人的生活境遇,包括大学毕业生和青年农民工在内的城市青年在住房方面面临着前所未有的困难,因而也产生了诸多社会失范行为。其产生的原因一是文化和社会支持结构在转型过程中失衡,二是居住权法律保障弱化。现有的住房保障制度对进入城市求职的青年人的保障存在着很多局限,需要充分发挥租赁市场的作用并强化组织的社会责任,这有赖于相关法律法规的制定和完善。
Housing reform affects the living conditions of contemporary young people. Urban youth, including university graduates and young migrant workers, are facing unprecedented difficulties in housing and have also caused many social anomie. One of the reasons for this is that the cultural and social support structure is unbalanced in the process of transformation and the second is the weakening of the legal protection of residence rights. The existing housing security system has many limitations on the security of young people entering cities for employment. The need to give full play to the role of the rental market and to strengthen the social responsibility of the organization depends on the formulation and improvement of relevant laws and regulations.
