一、各省市局抓好邮政技术宏观管理与设备管理1.制订“八五”邮政技术改造规划。各省、自治区、直辖市及省会市邮局应根据本身的业务量、生产特点及通信生产急需,兼顾邮政生产要依靠科技进步和业务制度的改革的原则,认真组织科技、业务和管理人员,制订各省市局“八五”邮政技术改造规划。要有目的、有计划、有组织地用好每年提取的新技术开发基金和支局所维修费。各省市局要在1990年6月底以前将自己的“八五”邮政技求改造规划报邮政总局,以便邮政总局制订全国“八五”期间的邮政技术改造规划。
First, all provinces and municipalities do a good postal technology macro management and equipment management 1. Formulate the “Eighth Five-Year Plan” postal technology transformation. The post offices of provinces, autonomous regions, municipalities directly under the Central Government and provincial capitals should conscientiously organize their science, technology, business and management personnel according to their own business volume, production features and the urgent need of communications production. Both postal production should rely on the principle of scientific and technological progress and the reform of the business system, Bureau “eight five” Post Technical Transformation Planning. We should make good use of the maintenance costs of the new technology development funds and branch offices extracted each year in a planned and organized manner for a specific purpose. Provincial and municipal bureaus should submit their plans for the postal transformation of the Eighth Five-Year Plan to the General Post Office by the end of June 1990 so that the General Post Office will formulate the postal technological transformation plan for the entire nation during the Eighth Five-Year Plan.
