历经半个多世纪的劳教制度,在《中共中央关于全面深化改革若干重大问题的决定》(2013年11月15日)中提出予以废止。2013年12月28日全国人大常委会通过了关于废止劳教制度的决定,自此劳教制度依法被废止。其实早在这几年前,我国的劳教系统已经把主要兵力放在了戒毒工作上,当时劳教工作和戒毒工作,基本上是一个单位挂了两块牌子……这几年劳教所已几乎全部转为强制隔离戒毒所(极少部分改造成监狱或其他性质的机构)。
After more than half a century of the system of labor camps, it was proposed in the “Decision of the CPC Central Committee on Several Important Issues concerning the Overall Deepening of Reform” (November 15, 2013). On December 28, 2013, the NPC Standing Committee adopted the decision on the abolishment of the labor camp system, and the system of labor camps was abolished according to law.
