能源部提出到本世纪末统配煤矿原煤全员效率达到2吨,这对煤炭工业发展是具有战略意义的。但难度很大。要实现2吨,今后10年平均每年要按5.24％的幅度提高,比前10年的1.7％高2倍多。如果2000年达到7.15亿吨(含华能)的规划目标,整个统配煤矿需要减少18.4万原煤人员,如考虑新井投产增人等因素,等于现有统配煤矿要减少70万人。任务是相当艰巨的。为了实现2吨的目标,总的原则,应在实现产量规划目标的前提下,尽可能多生产一些煤炭和尽可能多减少一些人。下面,我们就政策的角度提出以下意见,作为研究、参考。

In order to realize the goal of 2 tons and the general principle, some coal should be produced as much as possible and some people should be reduced as much as possible under the objective of yield planning. Below, we put forward the following opinions on the policy point of view, as a research, reference.
