作为一座典型意义上的海洋城市,抛开“碧海蓝天”的自然优势,青岛更以它所拥有的庞大的海洋科研力量为荣:青岛是我国海洋科研、教学和国际学术交流的基地,海洋科技密集程度居全国之首,拥有全国三分之二的海洋科研机构,一批德高望重的中科院、工程院院士,一半以上的海洋科研人员和全国最大的综合性海洋高等学府,海洋科技人才集中,海洋科技成层出不穷。青岛市是国内外著名的海洋科技研究开发基地,也是中国海洋科研教育学术交流的中心,号称“中国海洋城”。而在享受荣誉的同时,专家们对“海洋科研名城”本身做了冷静客观的分析。指出,尽管青岛的海洋科研成果很多,但基础研究比例过大,而市场前景好、潜力大的项目不是很多,特别是很多科研成果还不能及时转化为生产力,海洋科技开发及转化中体制性的障碍依然存在,制约了海洋科技的发展和海洋科技成果的转化,使很多基于海洋新科技的新兴海洋产业难以实现规模化和产业化,制约了青岛市由海洋科技
