The most profound experience of the inspection in Japan is total quality management. This modern management theory, thought and method have been deeply rooted in Japanese companies. With quality as the center and users first, contributing to the society is the highest purpose of the company. I. Strong awareness of participation by all Japanese companies, solid implementation of the TQC activities. Some people talked about the policy of the Japanese in the 1970s and 1980s from top to bottom. Now they are full participants from the bottom up. From the Japanese companies’ TQC activities and rationalization of recommendations activities fully reflects the Japanese people’s sense of participation. Japanese companies carry out TQC activities and they all focus on the policy of the president. Each year, the president proposes the goals and objectives of the whole year.
