一中、小学学生負担过重,是幾年來存在着的一個問題。一九五四年秋季以後,在部分地區和部分学校,这個問题變得更嚴重。学生負担过重的程度,各地及各學校不完全相同。一般是大、中城市的学校比小城市和農村的学校負担重,中学此小学重,高年級比低年級重。在提高教育質量的工作中指導思想有偏差的地方,負担特別重。目前学生負担过重,主要是課業负担过重。課業负担过重的情况是多方面的。现用的各科教材有內容过深或分量过重等缺點,使教師掌握教材有困难,使学生学習有困难。不少教師授課讲解不清楚不透徹,教学方法不好,学生不能完全听懂,使学生在听課、複習、作業、考試等方面,感到困难和障礙,加重了负担。不少学校领导不深入教学,很少了解授課、学習、
