随着经济体制的改革和市场环境的变化,胜利油田新春采油厂所面临的竞争日趋激烈。针对石油行业环境的新变化,特别是为了应对低油价、低劳动生产率,新春采油厂迫切需要构建一个科学的管理体系。该厂承担胜利油田新疆油区勘探开发任务,以薄浅层超稠油、深层低渗透、火山岩裂缝等低品位油藏为主,在低油价常态下采取了一系列管理创新:首先,在借鉴先进油公司模式基础上,立足于自身实际,进行管理体制的创新,采取扁平化管理、制度化管控、“四化”建设;建立以专业化外包,项目化用工、共驻共建为特色的共驻甲乙方合作机制;其次,促进企业文化建设,坚持党组织在企业的核心地位,打造业务一流的队伍。最后,注重核心技术的研发,首创了薄浅层超稠油水平井、降黏剂、氮气、蒸汽吞吐开发技术,使搁置多年未能经济开发的低品位储量实现了高效开发,吨油成本在胜利油田同类型油藏中最低。
