构建双对数模型、对数差分模型,以1997-2012年间生物、高端装备、信息技术三个战略性新兴产业,以及由五个高技术产业相加得到的“总计”战略性新兴产业为样本,选择企业数、从业人员年平均人数、主营业务收入、R&D经费内部支出、新产品开发经费支出、专利申请数6个指标,实证分析公共投资对战略性新兴产业的效应。研究发现,公共投资与企业数、主营业务收入显著正相关,但对其他指标的效应随不同子产业而不同,呈现出总体上与子产业结构上的效应不一致的特点。应优化公共投资,强化共性正外溢效应,消除挤出效应,改善结构效应,提升总体促进效应。
Constructs double logarithmic model and logarithmic difference model. Taking the three strategic emerging industries of biology, high-end equipment and information technology from 1997 to 2012 as well as the “total” strategic emerging industries added by five high-tech industries For the sample, we choose six indicators, including the number of enterprises, average annual number of employees, main business income, R & D expenditure, new product development expenditure and the number of patent applications, and empirically analyze the effect of public investment on strategic emerging industries. The study finds that public investment is significantly and positively correlated with the number of enterprises and main business income, but the effect on other indicators varies with different sub-industries, showing the general inconsistency with the sub-industry’s structural effects. The public investment should be optimized, the common positive spillover effect should be strengthened, the crowding-out effect should be eliminated, the structural effect should be improved, and the overall promotion effect should be enhanced.
