一、引言随着中国经济体制改革的深入和商品经济的发展,近年来在我国经济运动中通过组织广泛的横向经济联合,出现了一种新型的企业组织形式——企业集团。几年来的实践表明,企业集团的组建和发展,对于加快我国经济体制改革,发展社会主义商品经济,调整工业组织结构,促进国民经济发展具有十分重要的战略意义。但由于企业集团在我国尚处于初创时期,企业集团管理的理论和实践方面尚有许多新问题有待于解决。目前有一个很突出的问题就是企业集团“集而不团”,形成不了集团技术、质量、效益的优势,形合而神不合。造成这方面的原因一是由于此集团形成就是由行政手段组合的,组建后又没有进行有效的活动,使

INTRODUCTION With the deepening of the reform of China’s economic system and the development of the commodity economy, in recent years in China’s economic movement, through the organization of a wide range of horizontal economic alliances, there has emerged a new form of corporate organization - enterprise groups. The practice over the past few years shows that the formation and development of enterprise groups are of great strategic importance for accelerating China’s economic restructuring, developing a socialist commodity economy, adjusting the structure of industrial organizations, and promoting the development of the national economy. However, as enterprise groups are still in the initial stage in China, there are still many new problems in the theory and practice of enterprise group management that need to be resolved. At present, there is a very prominent problem that enterprise groups “set up without grouping” and cannot form the advantages of group technology, quality, and efficiency, and they are confusing and discordant. The reason for this is that because the formation of this group was made up of administrative measures, there was no effective activity after the formation of the group.
