目前大部分运行的国企在管理上规范,具有战斗力,有一定效益。随着市场经济的深入,在运行困难时有不少企业就开始想到减员、下岗,把一些矛盾推向社会,增加再就业的压力。我认为这一点不可取,既然是国企,就应多为社会承担责任,为政府分忧。减员就是要使一部分人下岗,但能不能既减员又不下岗呢?我认为可以。下岗的概念是把这些人推向社会,两年后找不到工作就失业。这对四五十岁的人实在有点难以接受,也加重社会负担。但是,这些年我看到一些企业既减员又提高劳动生产率,人员无一个下岗,企业效益良好,因此,运行的国企也可以采取措施减员,但不一定要人员下岗。
At present, most of the state-owned enterprises operating in the management of norms, combat effectiveness, have some benefits. With the deepening of market economy, many enterprises started to think of downsizing and lay-off when operating difficulties. Some contradictions have been pushed to the society and the pressure of reemployment has been increased. I think this is not desirable. Since it is a state-owned enterprise, it should take more responsibility for the society and share the worries for the government. Attrition is to lay off some people, but can we not only downsize them but also lay them off? I think we can. The concept of laid-off is to push these people into society, unemployed two years after finding a job. This is really a bit unacceptable to people in their forties and fifties, which also aggravates the social burden. However, in recent years, I have seen some enterprises not only downsizing but also improving labor productivity. There is no laid-off staff and good corporate returns. Therefore, the running state-owned enterprises can also take measures to downsize, but they do not necessarily need to lay off workers.
