近几年来,随着改革开放的不断深入,农村商品经济有了较快的发展,生产经营食品的网点不断增多,食品从业人员成倍增长,给农村食品卫生管理工作提出了新课题。据黑龙江省宾县调查统计,1988年底,从事生产、经营食品的网点达3035处,比1978年增长6.8倍,从业人员达4456人。而全县卫生系统食品卫生监督检查人员只有33人。对于多数分布在广大农村的食品生产经营业的管理可以说是鞭长莫及,无法管理,出现了严重失控。相当一部分从业者唯利是图,以低设备、低服务、低成本,追求高利润,甚至非法经营腐败变质食品和病死牲畜肉,严重危害了人民群众的健康。为了解决这一问题,宾县做了大胆的尝试,在全县农村实施了食品卫生网络化管理。

In order to solve this problem, Bin County made a bold attempt to implement food hygiene network management in the county’s rural areas.
