党的十一届三中全会以后,党在农村的经济政策极大地调动了广大农民开展多种经营,发展商品生产的积极性,农村产业结构开始朝着合理的方向转化。1984年我省农村各业所占比重与1978年相比,种植业由69.5%下降为58.8%,畜牧业由14.4%上升为20%,林业由4.2%上升为4.5%,渔业由0.9%上升为2.8%,副业由11%上升为13.9%。全省粮食在种植面积词减的情况下,总产量增长25.2%,农民每人平均纯收入达到348元。为了支持农村产业结构的调整,促进农村商品生产的发展,在财政支农资金的管理和使用上,我们一是相对集中资金,提高支持发展商品生产资金的比重:二是选择开发性、示范性的项目,有计划、有重点地投放;三是加强资金使用者的经济责任,提高经济效益;四是逐步扩大资金有偿使用的范围,提高到
