背景:新型农村合作医疗(以下简称“新农合”)自2003年起开始试点,目前已在全国范围内广泛推广,普及到各乡镇。目的:了解泗阳县新农合制度的进展并进行评价。方法:分层政群抽取泗阳县3个乡600位农户,通过问卷调查形式,对调查数据进行简单的统计分析,了解泗阳县农民对于新农合制度的了解情况与满意程度,以及他们对于新农合制度存在问题的一些改善意见。结果与讨论:江苏省泗阳县在新农合制度的实施过程中,不仅取得了成功经验,也面临不少困难。结论:应该从制度设计、报销手续、定点医疗等方面进行改进。
Background: The new rural cooperative medical system (hereinafter referred to as “NRCMS”) has been piloted since 2003 and has been widely popularized throughout the country and popularized to all towns and villages. Objective: To understand and evaluate the progress of NCMS in Siyang County. Methods: Stratified government and government groups were selected from 600 rural households in 3 townships of Siyang County. Through questionnaire survey, the survey data were simply analyzed statistically to understand the situation and satisfaction of farmers in Siyang County about the NCMS and their satisfaction Some suggestions for improvement of the existence of the new system of rural cooperative medical system Results and Discussion: During the implementation of NCMS in Siyang County, Jiangsu Province, not only successful experience but also many difficulties were encountered. Conclusion: We should improve the system design, reimbursement procedures and designated medical treatment.
