以党的十四大召开为标志,我国经济体制改革已进入一个新的阶段。在本世纪末初步建立社会主义市场经济新体制,是全党和全国各族人民在新时期的伟大历史任务。根据党的十四届三中全会通过的《中共中央关于建立社会主义市场经济体制若干问题的决定》,民族地区要进一步解放思想,更新观念从过去计划经济体制下形成的某些思想观念中解脱出来,树立新的市场经济思想观念。中国特色的社会主义没有现成的模式,是干出来的。社会主义市场经济也没有现成的摸式,也必须通过实践摸索逐步走向成熟。沿海地区一条重要的经验是敢于试、敢于闯。民族地区一些地方近几年发展较快,也是前几年积极探索、大胆试验的结果。在国家大政方针指导下,只要有利于少数民族地区生产力发展,有利于民族团结进步事业,有利于提高少数民族群众的生活水平,各种改革办法和措施都可积极探索、大胆试验,探索出少数民族地区发展社会主义市场经济的路子和办法。
