早在2008年年初，工资条例起草工作就列入了有关部门的议事日程，然而三年多时间过去了，条例迟迟不能出台。工资条例规范的对象是所有企业的员工，而不分央企、民企，旨在重点解决一线职工工资偏低、工资增长缓慢、一线工人欠薪等问题。
