“车匪路霸”犯罪自1987年在湖北省出现以来,1992年达到高峰,当年立案2969起,占抢劫案的45%。经过1993年和1994年的专项整治,1994年立案784起比1992年下降73.7%。但是,从1994年10月开始,“车匪路霸”犯罪出现了反弹,案件在反复中上升。1995年以来,全省“车匪路霸”犯罪不仅案件数量上升,而且犯罪手段不断翻新、升级,案件“质量”越来越高,严重破坏了正常的生产运输秩序。1995年,全省共立“车匪路霸”案件878起,其中重大案件的498起、特大180起,比上年分别上升11.5%、18.9%和21.8%。1996年,全省共立车匪路霸案件592起,其中大案295起、特大141起,分别比上年下降19.7%、40%和22.2%。从12个月发案分布情况看,案件时起时伏,反复性大。 “Car bandits Road Pa ” crime since its emergence in Hubei Province in 1987, reached its peak in 1992, the year 2969 cases, accounting for 45% of robberies.
