为了加强能源管理,合理利用和节约能源,调动企业全员节约能源的积极性,以增强企业内部的节能活力,提高企业的经济效益,保证国民经济持续协调发展,山西省国科防工办于1985年了月制订颁发了能源承包奖罚办法。并于9月召开了重点耗能企业能源承包讲习会,进一步讲述了能源承包的目的、意义、方法、步骤,以及签订承包能源合同的程序和具体要求,使能源承包工作落实到了实处。
