人们常说“考试是教学的‘指挥棒’”。但因为考试的特殊性,它往往以沉默的方式来“指挥”教学。所以,教学可能在似对似错间“被指挥”。我们可否尝试改善“考试”与“教学”之间的互动关系呢?能否让考试主动地发出指挥教学的“声音”呢?浙江省教研室从2000年起,将中考命题权下放到地市,同时通过对各地市中考试卷的评价,以及基于评价结果而跟进开展的命题培训,来指导帮助各地建设命题队伍,提高命题质量。2012
