电力工业是国民经济发展的重要条件,合理的电价又是电力工业顺利发展的经济基础。我国长期沿用的低电价政策,在商品经济日益发展的条件下,显得越来越多的弊端。这种弊端主要表现为:电力工业整个行业利润微薄,部分企业出现了亏损。由此引起电力工业自我积累、自我发展能力不足;国家对电力工业分配的投资也不够充足,致使近年来电力工业陷入“瓶颈”产业的困境,使国民经济发展受到制约。电力工业要摆脱目前的困境,走上健康发展的道路,必须要有足够的资金,因此,电价改革是促进电力工业发展走向良性循环的途径之一。笔者在调查及参阅有关资料基础上,对电价现状进行粗略的分析并对电价改革提出几点窥管之见,以期引起有关方面的兴趣和重视。
The power industry is an important condition for the development of the national economy. A reasonable electricity price is the economic basis for the smooth development of the power industry. The long-term low-price policy adopted by our country appears to have more and more drawbacks under the increasingly developing commodity economy. This drawback is mainly reflected in the fact that the entire industry of the power industry has a meager profit, and some companies have suffered losses. This has caused the power industry to lack self-accumulation and self-development; the country’s investment in the distribution of power industry is also insufficient, resulting in the power industry in recent years has been trapped in the “bottleneck” of the industry, making the development of the national economy restricted. To get rid of the current difficulties and embark on the path of healthy development, the power industry must have sufficient funds. Therefore, the electricity price reform is one of the ways to promote the development of the power industry toward a virtuous circle. On the basis of surveying and referring to relevant data, the author made a cursory analysis of the current status of electricity prices and put forward some insights into the reform of electricity prices in order to arouse the interest and attention of relevant parties.
