社会保障涉及到国民收入的初次分配和再分配,从收入和支出两个环节影响收入分配。现行社会保障制度碎片化现象严重,实际覆盖面较窄,待遇水平偏低,统筹层次较低,严重影响收入分配调节功能的实现。当前我国要加快推进社会保障制度衔接与整合,切实扩大社会保障实际覆盖面,逐步提高社会保障待遇水平和社会保障统筹层次,着力完善社会保障运行机制。
Social security involves the initial distribution and redistribution of national income and affects the distribution of income from both income and expenditure aspects. The current fragmentation of the social security system is serious, the actual coverage is narrow, the level of treatment is low, the overall level is lower, seriously affecting the realization of income distribution adjustment function. At present, our country needs to speed up the convergence and integration of the social security system, effectively expand the actual coverage of social security, and gradually raise the level of social security benefits and the overall level of social security, so as to improve the operation mechanism of social security.
