据国家计委和国家经贸委有关部门通过对上海、山东等8省市的2500多家企业的调查发现,1993年,由于企业自身经营管理失当而造成企业亏损的已由1991年的32.8%上升到了81.7%。这说明经营管理的滞后已成为制约企业发展的重要因素。目前,我们的企业有许多方面需要改进和完善,企业管理环节的薄弱无力,可以说是其中最突出的问题之一,而企业管理落后的集中表现就是不规范、不严格。有些企业与国外同行业先进企业相比,整体装备实力和产品技术水平并无多大差距,但其劳动效率和经济效益却与之相差甚远,甚至亏损倒闭,原因往往不是因为设备、技术问题造成的,而是出在管理不善、管理不严上,像规章制度、操作程序等等,几乎每个企业都应有尽有,但一些企业差就差在仅满足于“纸上写写、会上讲讲”而有章不依、执“法”不严;还有一些企业在实施承包责任制、转换经营机制中,以“包”代管、以“转”代管,片面
