According to a survey conducted annually by the National Council of Scientific Research Council and the National Science Foundation on the work of awarding doctoral degrees, in 1988, American universities awarded a total of 33,456 doctoral degrees, including 20,250 Ph.Ds in science and engineering. Although the number of U.S. citizens receiving a doctorate increased in 1988 with a total of 12,850 Ph.D. degrees, they still did not reach 15,000 in 1971. The main recipients of doctoral degrees are still foreign nationals. In the field of science and engineering, the total number of American citizens receiving doctoral degrees was 9,189, surpassing the figure of 8,632 in 1987.
