Starting from June 1923, Comintern and the Soviet Union started to implement the aid plan for the Southern Army of Sun Yat-sen. The first important part of the plan was to receive a delegation from Sun Yat-sen to Moscow. The event was formally finalized by Sun Yat-sen and Lenin and went to Moscow in the name of Dr. Sun Yat-sen Delegation. Only four official members, headed by Chiang Kai-shek, the members of Shen Dingyi, Wang Dengyun, Zhang Tailei, both the KMT members, but also members of the Communist Party. The regiment was the delegation of China to the highest level in the Soviet Union after the October Revolution in Russia, although Chiang’s identity was then only Sun Chung
